WHAT IS HAPPENING:
Following the Presidential Emergency Board’s publication of a proposed settlement on Aug. 17, railroads and rail labor had until Sept. 16 to reach an agreement that would prevent a rail lockout or strike.
When they failed to do so, President Biden and his administration successfully brokered an agreement between the National Railway Labor Conference and 12 unions on Sept. 15. However, several unions have voted to not ratify the tentative agreement, setting up a protentional rail strike during harvest and right before the holiday season.
WHY IT MATTERS:
The U.S. rail network moves critical agricultural inputs and significant quantities of agricultural products. These essential items are transported by rail to domestic facilities and to ports for export. A complete stoppage of the rail system would lead to shutdowns or slowdowns of rail-dependent facilities, resulting in devastating consequences to our national and global food security.
Under the Railway Labor Act, Congress can impose a resolution from Biden’s Presidential Emergency Board or order the trains to operate as usual with an extension of negotiations.
