The New York Times quoted American Farm Bureau’s Don Parrish, senior director of regulatory relations, in an article about the administration’s proposal of a new clean water rule. Noting that some provisions of the new rule represent a victory for farmers and rural landowners, the Times turned to Parrish to provide context. “The Obama administration led with the premise that all water is connected, all water runs downhill and the federal government could control all water,” Parrish told the Times. “If they can control the water that falls out of the sky, they can control the land that it falls on,” he added.
