R.J. Layher joined the American Farm Bureau Federation in 2022 as director of government affairs. His work focuses on livestock, crop insurance and transportation issues.
Prior to joining AFBF, R.J. served in congressional, association and federal government roles. His experience includes working on the 2012 and 2018 farm bills, serving as director of health and regulatory affairs for the American Horse Council, and advising Risk Management Agency Administrator Martin Barbre at USDA during the first Trump administration. Most recently, he was a legislative assistant to Rep. Greg Steube (R-Fla.).
R. J. earned a bachelor’s degree in political economy from Hillsdale College, where he played football.
A Michigan native, R.J. grew up on his family’s fifth-generation farm.
