Shelby Hagenauer

Shelby Hagenauer joined the American Farm Bureau Federation in 2021 as director of congressional relations and was later promoted to senior director of government affairs. She leads AFBF’s work on natural resources policy issues, including federal lands management, the Endangered Species Act, Western water and private property rights.

With more than 20 years of experience in natural resources and agriculture policy, she previously served as deputy commissioner at the Bureau of Reclamation, advised former House Speaker Kevin McCarthy on agriculture and natural resources issues, and worked as a policy advisor at a California law firm.

Growing up in a military family, Shelby spent much of her childhood in California, Florida and Virginia. She earned a bachelor’s degree in history from the College of William & Mary in Virginia.
